Conflict between RedHat Enterprise 3.0 and cPanel 8.5

I am a webhost manager that has just upgraded to a new server, the problem is that when i try to create a new account via cPanel account creation it gives me the message, "You do not have access to create that package (undefined)! ". I call the maintenance guy, and he said everything looked fine there. He said it could be a conflict between RedHat Enterprise 3.0 and cPanel. Anyone have ideas?
