Confirming Deletion of Emails - Outlook 2003

I have two users here that are asked to confirm every item when they try to permanently delete emails from their deleted items folder. This happens whether they try to empty all items at once or if they select certain ones. So, if they want to permanently delete 100 items, they get 100 "Are you sure..." confirmation boxes.

Does anybody have any idea why this happens and if there is a solution besides unticking the "Warn before permanently deleting items" box?

I happens because if it didn't there would be even more stupid people asking "I deleted an email from the deleted items, now I need it. Is there any way to get it back?"

Unchecking the option to ask is how to prevent the confirmation dialog.
 
My confusion comes from the fact that when I, or most people, empty their deleted items folder, we get 1 confirmation box asking if we are sure we want to permanently delete selected item(s). But for two people here, they get a confirmation box for every item. It can several hundred boxes, one after another, if they haven't emptied their deleted items folder in a while. One woman had over a thousand. So far, the only solution is to put a book on the "enter" key and walk away for a while. I don't want to stop the confirmation box entirely, for the reason mint stated.
