Confirming data transfer to USB pen drive - virus prevention

I'm currently living and working in Nepal. Viruses here are endemic and almost exclusively spread by USB pen drive.

Almost no individuals or private / public organisations have adequate virus protection.

My question / query is does anyone know of any utilities / scripts that can 'query' ALL data transfer to and from a USB pen drive that can be resident on the USB drive itself?

Any opinions gratefully received.

If you have a U3 USB drive, then Avast! do a suitable version.

I don't think it will work on a non-U3 drive though.

Avast seems to be the only company that is anywhere near what you are seeking.

Most Anti Virus software should easily scan USB drives when any file on there is opened.

AVG have free software for personal use.
