configuring vlans on router

I have network of with 4094 address with 10.196.16.0/20 bitmask i split these network into 2 with 10.196.16.0/21 bitmask
with 2 networks
10.196.16.0/21
10.196.24.0/21 networks, i have a cisco1604 router with 1 ethernet interface, i want to create 2 subinterfaes on this one ethernet interface, when i tried to assign IP address to sub interface its saying that i need to specify encapsulation

Configuring IP routing on a LAN subinterface is only allowed if that subinterface is already configured as part of an IEEE 802.10 or ISL vLAN.

so i tried to do the enacapsulation on subinterface, but its not allowing me to do or there no option for this command please help

i am ruuning this version of software
IOS (tm) 1600 Software (C1600-Y-L), Version 12.0(28b)

 
I'm afraid 1600 routers don't support 802.1q vlans. it starts from 1700 series.
