configuring qmail for open relay via SMTP authentication

I've got a qmail server in Vero Beach, FL. I will be setting up an office in Orlando, FL in about a month that will have email and everything hosted on our Vero Beach server (about 100 miles south, so won't be on the same IP subnet). I'd like for them to use SMTP relaying on our server, so I need to figure out how I can allow authenticated users to have open relay on our server. I realize that I can just use the ISP SMTP servers for mail relay, but the higher ups would like some monitoring of email usage, and we'd obviously have no control if they were using other SMTP servers for relay. Any idea's?
 
It appears that patch is for qmail-1.03, I'm using qmail-1.05 so that may not apply to me, but thanks for the tip!
 
I stand corrected - after reading the Readme file included in the tarball I downloaded, it says "this i sthe netqmail-1.05 distribution. It is comprised of qmail-1.03 plus a patch file
