Configuring a Proxy Server

I work for a County agency with the IT networks division. We are deploying NAT devices for Police and Fire agencies that do not have the capability for address translation. However, I have run into a problem with agencies who are using Proxy servers for internet access. These particular sites are not able to connect to our network which are using NAT devices at their site. It seems as if the Proxy server is knocking out the ability of the PC to find the NAT device. I have dealt with a variety of equipment but not much with a Proxy server. Any suggestions? Does an entry need to be added to the Proxy server or should the Proxy be removed? Thanks for any help in advance!
