configuring a Nortel BCM 400 telphone system

Our County is in the process of upgrading the telephone system in the courthouse and new courthouse addition. Presently, we have a Norstar 0x32 Key system with addtional modules (both trunk and station). I want to upgrade to the BCM 400 system so we won't have to buy new phones but I can't seem to find all the info I need to configure the system correctly. I know we will need two of the BCM 400's and two of the expansion cabinets and the connection kit to tie them together. We will have 60 copper trunks (no fiber yet) and around 175 stations to begin with. I would like to be able to add and additionl 15 trunks and 15 stations for future use. My research so far tells me the trunk and station modules are roughly the same as the Key system, but I don't know how many trunk and station modules I'll need to support the 60 trunks and stations and other media bay modules I'll need. Any support out there would be greatly appreciated.
