Configuring 2 DFS roots

hey guys we got 2 win03 enterprise domain servers in our network. here is my situation i setup DFS in our main server i named it DFS_Server and point to our main server to be its main root. after that on the DFS_Server i created a "new
root target" and point on our secondary server as its secondary root and choose ring as their replication topology. it is my understanding that since DFS_Server has 2 root links our main and secondary servers, both servers can host DFS_Server independently. but heres now my problem, for instance i powered off both servers and powered on only the secondary server, the DFS_Server root wont load and it will only load if the main server is available. and basing on my observation the main server that is the primary root for the DFS_Server must always be turned on first in order for the secondary server to also host DFS_Server... can i have your opinions here guys :)
