Configure Office Shortcut Bar For All Users

Is there a way to configure the MS Office Shortcut Bar in Office 2000 the same way for all users. Several users will be using these pc's at different times and I was trying to figure out a way to configure the shortcut bar with all the needed applications for all users so that we will not have to do this each time a different user logs on.
