Configure modem DID number in Option 11C

I have a PC with a modem that needs to be dialed into through an option 11c. I built the DID number as a type 500. An analog set on the line works fine when dialed (inside or outside) as does dialing from an inside extension which connects to the modem when it is plugged into the line. Dialing from an outside phone (source) does not connect to the modem. CLS has FAXA. What configuration am I missing or have incorrect?
 
Look at you IDC table
LD 49
preq=prt
type=idc
cust x
dcno <cr>
look for the number in the left column the number to the right is where the call is hitting
if the number is not there
ld 49
req=chg
type=idc
cust x
dcno ( normally 1)
idgt xxxx ( your DDI number)
xxxx yyyy ( the extn you want this number to route to)

You may have distinctive ring turned on in the route. The modem may not recognize the ring. When the analog set was plugged in – did the set ring differently when called from external?

If yes – try turning off distinctive ring on the route and test.
 
I could be wrong so correct me if I am. You shouldn't need FAXA to call a modem, plug a pnone into the modem phone port and call the phone for internal. if it rings and then modem answers, hangup and then dial 9-xxx-xxxx ie: the local DID number, does phone ring, does modem answer?.
