Configure CUCM to allow users to service subscriber page 1

I'm running CUCM "6.1.2.1000-13" and I'm trying to allow a user (or multiple) access to service subscriber page on the ccmuser page.

It doesn't give me the option.

I've made a role and gave read an update to the following permissions. I also associated the user to a group with that role in it.

CCMUser: Access List
CCMUser: Device
CCMUser: Directory
CCMUser: Fast Dials
CCMUser: IP Phone Services
CCMUser: Line Settings
CCMUser: Personal Address Book
CCMUser: Plugins
CCMUser: RemoteDestination
CCMUser: Service URL
CCMUser: Speed Dial User
CCMUser: User Settings

you can not get to the ccmuser page? or the user can not?
if it's the user make sure you have them setup in the directory.

Yes, I can log in, but there is no service subscription page. I'm new to 6 as I have been at 4 for a long time. Maybe its not in a obvious location.

under the Enterprise parameters for CCMUser Parameters do you have the services set to true?

woops, now another problem. I see the phone services button now. But when I search, no services are returned. (Even with a blank search box). I do have 6 services in Device > Device Settings > Phone Services
