Config file 'servlet.properties' not set in servlet properties

Someone PLEASE PLEASE HELP ME..... my servlet keeps tellin me it can't find the servlet.properties for it. I've put servlet.properties everywhere i can possibly think of.... I'm running Apache Tomcat 3.3.1 server. Anyone know exactly where you're supposed to stick this file. I've tried
putting it in....

TOM_HOME\webapps\confTOM_HOME\webapps\mywebapp\WEB-INF
TOM_HOME\webapps\mywebapp\WEB-INF\classes

everytime i run my servlet it keeps tellin me it can't find servlet.properties. Where does this $^#&# thing go????
