Upgraded 3300ICP to 7.1 software and conference feature
stopped working.You make the first call,place that on hold
and the call drops.Is there a reason why this will happen.

What version are you upgrading from? Check the Max Parties/Trunks in a Conference setting in System Options, make sure the settings are correct. Aside from that, more details (trunk/station types, previous s/w load, etc.)

If your upgrade included feature upgrades and/or replacement hardware you might have lost data in the upgrade.

Make sure your COS's are still what you think they are.

I have heard of COS's going back to default during upgrades.
