Conf Call MICS 4.1 one external party can't hear other

I have a MISC 4.1 XC. When we initiate a conference call with two external lines, one of the external parties can not hear the other. But they both can hear us. Any ideas? Does one of the external lines need to be an inbound call for this to work?
 
Try a shut down and restart of the system. It sounds like a channel problem. Also the telephone that is connecting the conf - does it show the external lines involved and/or does it have more than one intercom key?

You can try to change the loss package for those lines. Try changing them to "LongCO" in system programming.

Terminals&sets: "next"
Lines: "show"
Show line: "enter one of your copper trunks", then "show"
Trunk/Line data: "show"
Hit "next" until you get to LossPkg, press change untill you get to "long CO". Do this for the lines in question.

I should have mentioned this is on two PRIs, so I don't have copper trunks to apply the loss pkg to. The phones do have 2 Intercom keys and show all external lines involved. Given that the outgoing calls seize whatever PRI channel is available, how can I determine whether I have a bad channel at hand? I checked the alarm and event logs, it didn't see anything. I can't really have the channels busied out at the CO because that will create a bottleneck for all calls. Other than that, we own the CO as well, and my CO tech says there was no errors showing in the switch.
