Conditionally suppressed section not being suppressed when it should

On my report, I have a picture in the Report Footer section that takes up the entire page. Then I have a Page Footer with text that displays on the front page being conditionally suppressed with PageNumber <> 1. For some reason, on the pages that the Page Footer is supposed to be suppressed, the text is gone but the section is still there and blank instead. This causes the picture on the last page to be forced onto two pages.

I have no idea why Crystal is acting this way or if I'm just doing something wrong. I've conditionally suppressed plenty of sections in the past and I've never had this issue. Any ideas?

Unclear why it fails, but try OnFirstRecord instead of page number

No luck with that either. I did some Googleing and it sounds like this is just how it works. I'm not sure if it was intended or not but if I understand correctly, conditionally suppressing the PF will only suppress everything inside the section but not actually suppress the section itself. I'm going to continue to try and find a work around but any ideas from the community would be helpful. Thanks again.
 
This is a real pain and has been a topic of discussion on this site.

Your findings are correct in that Page Footer reserves space even if suppressed.

The only way around it is to try and develop a dummy Group which holds all the data required on page one and use a Group Footer. Not ideal or easy.

I have even tried using a Subreport and making PF very thin, but it will not grow with the SR.
