Conditional.Mandatory Formatting in XML

I'm after some advice guys (or gals).

Background
I've just finished defining a data-set that firms who do business with my company have to submit as part of a quarterly mandatory reporting regime.

The data file will be submitted in XML.

As we've had data quality issues in the past I've defined quite a few of the fields as conditional.mandatory - i.e. if field a = Yes then field b becomes mandatory.

My intention is to to set these as validation rules and reject reports which haven't adhered to those rules.

The tekkies in the outsource company who support the reporting application have said that they don't think you can do this in XML, but I'm convinced this must be wrong (I could set these rules in Excel!)

Any ideas or help?
