conditional layout in Word

I've got a big doc with about 45 topics. Each topic will be in the TOC. I want each topic on it's own separate pages. In other words, I'll start a new page for each topic.

But during writing this makes it cumbersome to get around - every time I need to swich a topic I have to go through new pages etc.

Question: For now, is there a way to make the whole document flow without manual page breaks just for ease of editing - THEN apply separate pages just before printing/finalization?
 
Yes, and you should think about using section breaks instead of forced page breaks.

You should also learn about outlining, and the document map.

You don't really want 45 sections for 45 topics. Much better would be to set "Page Break Before" on the Heading 1 (assuming each topic starts with a Heading 1) Paragraph Style.

You can use Outline View or, if working in Normal View (Draft View in 2007) or Print Layout View, the Document Map to help with navigation. If you want to work in Print Layout View then you can switch off the "Show White Space between pages" option (Word 2002 and later).
