Conditional Formatting with expressions 2

Have checked multiple postings but cannot seem to get the result I need. Looking for some help with my expressions for conditional formatting. Have a bound text box (AvgASA) with a result for each of 12 months {ToDate]. Based on the date range, the target value for the AvgASA will change. I need to show those months where the target was not met with a background of Red. Here is what I have on my Conditional Formatting form, designated as an expression:

[AvgASA]>120 And[ToDate]Between 01/01/2006 And 02/28/2006
[AvgASA]>100 And[ToDate]Between 03/01/2006 And 05/31/2006
[AvgASA]>80 And[ToDate]Between 06/01/2006 And 12/31/2006

 
Perhaps this ?
[AvgASA]>120 And [ToDate] Between #2006-01-01# And #2006-02-28#
