Conditional Formatting on a heading

I have a report which consists of 3 queries. I have 1 repeating frame with 2 other repeating frames inside it, 1 on top of the other.

On top and outside of each of the 2 repeating frames is a label/heading from each group.

What happens is, if there is not data from either group only the label shows. What I want to happen is, if the value is null, then the heading doesn't show.

I put a conditional format on the label/heading that if the main field in the group is null (for example; name) then hide the heading.

When I run the report I get 'REP-1314 'Format Trigger 'B_1' References Column 'Contact' at a wrong frequency'

Does anyone know what this means?

We are using Reports 6i with database 9i.

For the format trigger, use summary column that would count records in the internal query. The column should sit in the outer query group and reset with it. Let's say the column's name is CS_1, then the rrigger body should be
