conditional formatting in excel 2007 - WTF??

This was so simple in 2003, and I am sure MS has good reason to extend its capability, but they seem to have lost the ability to conditionally format a cell or group of cells based on another cell simply??

The cells in Column A can have one of the following values:
C, O or D

All I want to do is to say if A2 (to An) = "C" then P2 (to Pn), Q2 (to Qn) and (R2 to Rn) must be highlighted green, if "O" then Amber and if "D" then red. Cannot find anyway to do this in 2007. When I do what I think they want, then the rule takes no effect??

It's really quite similar to 2003.

In 2003, you'd go to Format > Conditional Formatting, change the first box to Formula Is and then put in the formula =$A1="O".

In 2007, you'll go to Home > Conditional Formatting > New Rule > use Formula to determine which cells to format and then put in the formula =$A1="O".
