Conditional Formating in Excel???

I have a spreadsheet with dues dates and amounts to be paid. If the due date is today or past due I want it to be red and bold... I know you can do that with conditional formating... BUT I want it to go back to regular font and black when there is an amount in the amount paid column. Any solutions? Thanks for all help!! (Also the date needs to stay the same and not be deleted.)
 
formula in conditional formating:

=AND(A1<=TODAY(),B1=0)

A1 is the date
B1 is the payment

[Blue]Blue[/Blue] [Dragon]

If I wasn't Blue, I would just be a Dragon...
