I would like to know how to create a conditional double page breaking in crystal report

Do you mean that you want to print a blank page between 2 sections dependent upon some criteria (parameter/formula value)?
 
You could use the Section Expert and check 'New Page After' x+1 and enter your formula/criteria, and then in the next section down, check 'New Page Before' x+1 and enter your formula criteria.
This should give you 2 blank pages between the sections when your criteria are met.
 
do i need to enter x+1 in the formula/selection criteria?
 
to the right of new page after/before is a small button with 'x+1' on it.
you click that and then enter the conditions that you want to have required for the new page to occur:
ie: {YourTableField} > {YourOtherComparisonValue};
OR
recordnumber >50;
OR
currentpage = 6;
