Concurrent licenses not being released

I have a single Si 7.5 APS with a 10 CAL license. There is a problem where the APS is not releasing licenses when users log off, or possibly just close thier browser. Users log on using CIWEB. This can be solved in the short term by recycling the APS service, but has anyone run into this before and is there a fix for it?
