Concurrent License usage not accurate

We are running a 2 server MPS 4.0 farm. I currently have 13 users connected and 30 licenses installed. However Citrix shows all 30 licenses being used and is not allowing any new connections. If I stop and start the Licensing service the usage goes down to 0 and then climbs back to 30. How can I see who is using a license and how can I "release" the ones not in use?
