concurrent downloading of files from FTP site fails

Has anyone experienced this? We have 3 users on laptops using a cable internet connection with a vendor provided cable modem (Toshiba, I think) and a Linksys Router BEFSX41. When one or two users connect to a specific FTP site, downloads work fine. When the third user attempts to download from the same site, nothing happens.

Does anyone know if there are typical defaults that prevent multiple concurrent downloads to one IP address (i.e., the Linksys router)?

The router has no such restriction. The FTP site may well.
