Concate literal month and day with current year 1

I need to create a text box that has December 31, as a constant but append the current year to it so I would end up with

December 31, currentyear
(ex. December 31, 2007)

I have tried
"December 31, "& Year(date())

but it keeps changing the year to a literal

These should work in the control source:

="December 31, " & Year(date())

=Format(DateSerial(Year(Date()),21,31),"mmmm d, yyyy")
