Concantenate in excel 2007 not working?

I have no part in creating the spreadsheet or running the report from it, but here goes....
Programmer created a nice little report viewer which allows user to pull data for any specified date range. When he runs report on his pc, 2 cells correctly concantenate.
When another user runs it, the 2 cells dont concantenate.
Report runs with correct concantenation on any other pc we try, it wont Conc. on his only.
Could there be some setting within his Excel causing this?
I also think it involves pivot tables...eww...

You say it doesn't concatenate. What formula is being used (you can copy and paste from the cell) and what behavior do you see on this particular PC?

well, it will remain a mystery. Turns out his laptop was starting to go bonkers anyways. Ive ended up reimaging the lappie so never really able to track down the troubles.
