Computers is unable to browse Network Places

Every now and again all computers are just simply unable to browse the network. Most common error is "Domain controller for domain is presently unavailable or no Domain Controllers could be found"
I have investigated this problem before and solve the problem by enabling the Netbios over TCP-IP setting on the SBS server as it has static IP.
Now problem is back again. I have single SBS server with no DC's.
Could another computer cause master browsing problems as i have seen in the event log that some computers forces a master browser election with the server.
 
In your logon script you may add the following:
NET STOP Browser
and so no client will try to be a master browser again.
