Computer Won't Start. Sometimes.

I have an AMD PC (Shuttle AI61 motherboard) here that SOMETIMES won't start. I can get it to start if I don't have the video card installed (but I get 1 long and 2 short beeps--which I know means 'no video'). Instead, what it will do is start spinning the fans, then immediately shut off.

I get this same effect if the CPU fan is plugged in, also (without the video card). And, it seems, that the only way I can reliably get the computer to start is to NOT have the video card installed, NOT have the CPU fan plugged in, and remove 1 or 2 PCI cards. I'd think that it would mean the power supply is wimpy, but apparently this computer worked perfectly fine with what was in it a couple weeks ago.

Ideas?
 
It's not uncommon for PSUs to fail over time; the heat, power fluctuations, and general use tends to wear then out, especially marginal units. Get a spare PSU and give it a try. Even if it's not the problem it's always good to have a spare.

I think we have a winner. I had always thought power supplies either worked or went dead. Never see one get "old and weak" before. I learned something!

Yes, I would be looking at a failing PSU. Had a problem with one machine recently, started to reboot constantly in a loop. Took it apart & found the PSU's fan had died, making it real hot. Unfortunately, it's parting gift to the motherboard was to fry it.
 
If I had a nickel for every psu that had bit the dust, I could buy a new psu.
