Computer won't recognize CD drive

This computer I'm working on will not allow me to use the DVD-ROM. I looked in Device Manager, and the drive has a yellow "!" on it. I've tried uninstalling and reinstalling, to no avail. BIOS recognizes it. Windows shows it is there, but the specific error on it (through Device Manager) is: "Windows successfully loaded the device driver for this hardware but cannot find the hardware device. (Code 41)," which is, of course, baloney. How can it not find the hardware device if it loads the driver when I use "Scan for hardware changes" and actually FINDS the hardware that way? Seems wierd to me.

To resolve this behavior, follow these steps:
Start Registry Editor (Regedt32.exe).
Locate the UpperFilters value under the following key in the registry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
On the Edit menu, click Delete, and then click OK.

Locate the LowerFilters value under the same key in the registry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
On the Edit menu, click Delete, and then click OK.

OK well, now that it's recognized the CD drive properly, it runs REALLY slow (in reading data). I know this, because I'll try to open the CD drive (F: in this case) and it'll take FOREVER before it even lists anything. Even then, after a while, it will only list *some* of the issues.

So, I figured I'd just reboot the computer. Now, however, when it boots back up again, it just sits at the blue screen before "Welcome" and has the "Windows XP" logo. And that's it, folks. "Last Known Good" makes it BSOD, but it flashes by too fast for me to see what it could be. Safe Mode results in the same problem: stuck at the XP logo on a blue screen.

WTF!? :(
 
Have you got a digital camera that can catch the blue screen?

Can you try the Safe Mode option of not automatically restarting?

What third party CD software are you using? Do you have a program called InCD installed from Nero, I see problems caused by that from time to time?

If you can get it going, look in Task Manager to see if the CPU is pegged. This happened to me as a result of IDE being reset to PIO mode rather than DMA. This results from too many failed attempts at getting to a DMA device, it reverts to PIO by default. You can fix this in Device Manager=>IDE.
