Computer won't boot 1

My computer powers on and the hard drive rumbles for a second and then stops and goes no further. No beep and doesnt even get far enough to get into BIOS. I tried another hard drive and it did the same thing, I changed the power supply and it did the same thing. I re-seated all the pci cards and re-seated the memory to no avail. Did the Mother Board go on me???? Any clues???? Please help if you can...
 
I just replaced the CMOS battery and computer booted right up!!!!!
