Computer slow and freezing

After visiting Yahoo and Excite and returning to the desktop my computer freezes.It is also very slow downloading. There is an error message on startup, and I was wondering if it could be the cause? I'm using windows 98 and the message is: Code page operation not supported on this device. Device error during select. Any suggestions are appreciated. But I'm afraid to go near the Registry. ;-)

Thanks Glen, I tried that but it hasn't solved the problem. The computer seems to freeze after I return to the desktop. And the download time still remains woefully slow.
