Computer not bootup

When boot computer it's not getting pass a blue screen with "Expanding Possibilities" on it. Tried F1 during bootup to get to the bios, all it get is entering setup any suggestions

Try and physically remove all the components from the machine (hard drive, cdrom, modem etc) then put them back in, one by one, turning the machine on after each one and seeing if it will boot up. It is likely that one has failed and so is stopping the machine from loading. If you remove them all and it still doesn't load(remember that the minimum you need to boot is a motherboard, cpu and power supply, RAM and a video card) then try and replace the RAM and video card, if it still doesn't work your motherboard or CPU is probably stuffed :( hope that helps
