computer management.. local users and groups issue

hi ppl
i just set up my 2003 sever and i am trying to create local user account through COMPUTER MANAGEMENT-->SYSTEM TOOLS etc etc ... now i am expecting to see LOCAL USERS AND GROUPS come under SYSTEM TOOLS but my console tree does not have local users and groups . can some one please help me out..is there anything im not doing right ...

Is your 2003 server a domain controller, that could be one possibility (although I have seen it whereby it is crossed out in this case).
