Computer for photoshop

I am in the market for a new computer to be used mostly for Photoshop. I know I need a lot of RAM and a big hard drive, and I plan to run two monitors, but the rest of the stuff I am a little foggy on.
Is AMD or Intel a better CPU for Photoshop?
What is a good motherboard for this system?
What Video card would be best?
How much do I need to spend?
ETC.

Lots of RAM is good. A fast hard drive (not 5400 rpm) is good when you do a lot of R/W to the scratch disk.
 
Look at the Macs too, dont dismiss them and remember that the processor speed is equivalent to a higher PC processor but I am not sure of the formula so you may need to check them out.
Go for the highest RAM you can afford. apple iMac 17"Flat panel, 80GB 800mhz Superdrive, RunningOSX 10.2.4
