Compter Services, Error 5: Access Denied

Hello all. While logged onto an XP machine with normal user rights, error code 5: Access Denied appears when trying to restart a service. While logged on as administrator, I can restart the services no-problem. Is there a way to give normal users the privledge to control the services??? Thanks...
 
Services Permissions

Rough notes on setting and checking Services Permissions (I did say rough, damned hard to find a decent link))


Open Security Templates in Console Root (MMC).

Select security template (ie. workstation, setup security, or Windows XP Legacy Security - v1.0.1).

Expand security template and select System Service.

Right-click Service name to access Properties.

Check "Define this policy setting in template"

You can then access the Security permissions (you may or may not have to click on Edit Security, this just depends on the actual Service settings (ie. Disabled etc.) whether the Security permissions page displays automatically or not).
