Compression not functioning w/ 9.1 on IDE Travan TR7

The problem scenario is that with version 9.1 on a IDE Dell Travan 20/40GB (TR7) the compression isn't working properly.

We have compression enabled on the device, and use hardware/software compression on the job entity.

Below is a cut and paste of the Test run which is reporting a media capacity issue. Any dieas?

Have you run the real job? Dont rely on the test run
 
I have, and we still run into the problem that the media is out of capacity at about 21 gigs of data.
 
Our HP Colorado 14GB has never compressed at 2:1. The only information I've been able to find regarding this issue is that it depends on the type of data being compressed. Typical files, such as MS Excel, MS Word, etc. will compress at very nearly 2:1, however... MS Outlook Personal Folder sets (.pst), Zip files, MP3s, etc. will not compress at all. Our 14GB Travan tapes (software is Veritas Backup Exec 9.1) have never held more than 6.5 to 7GBs.
Time to upgrade.
