Compressed folders

A machine I was working on had the message "Cannot find Win.com" at startup. I ran 98SE upgrade, no problems reported. Now, all the original data on the hard drive is in new folders (i.e. DIR00001, DIR00002, etc.) They seem to be compressed, and I cannot access any of the files.

Has anyone seen this before, and maybe know of a way to bring the files back to original condition?
 
do a fresh install of win98 without reformating after it is loaded you can browse thru those folders and retrieve what data you can save it then format and reinstall, i have seen this and i am not sure what causes it scandisk does the renaming but have formated the system and did full system check without finding any cause for this to happen reloaded and everything was fine
