If you mean while they are in use, NO..Oracle handles the structure of the files and any attempt to compress them would be a bad idea..
If you mean after copying them ( for cold backup, say) or for .DMP files created by EXP, then any compression program ( TAR, RAR. ZIP, GZIP,etc) would do it.
