comport/irq straps

Nontechie farmer - been given rockwell 33.6 int modem - PC won't recognise it - notice list on p.c.board of comport numbers versus IRQ numbers - like: comport1:2,4 IRQ3:5 -
see straps don't coincide - does this mean for com1 they should be straps 2,4 and 5 ? - and so on as per list for other comports ?
Also, should com1 always have to be associated with irq3 - and com2 with irq4, etc ?

Other way around, com 1 is always associated with IRQ 4, and com 2 with IRQ 3.
Put jumpers (straps) across 1 and 4 to get com 4, IRQ 3, and disable the on board com 2 in BIOS setup. Cheers,
