component to create .avi, .mng, or .mpeg files

I'm looking for a C++ component or ActiveX control that allows a programmer to *CREATE* .avi, .mng, or .mpeg files from images in a VB program. It could be either shareware or freeware. (If shareware, hopefully under $50.)
