Completely Remove old Exchange 2003 Server

I have moved all email boxes, public folders, and configured OWA, ActivSync and all that. My problem is it seems I can not remove the old Exchange Server 2003. I have even uninstalled the software (manual uninstall at that).

What I believe is happening is that the new box is referencing the old box for the Global Catalog Server and Domain Controller. Previous IT setup Exchange 2003 on a machine running Active Directory. Big Mistake.

I have removed Active Directory but that only resulted in the 2007 box getting stuck during logon since the Exchange services would not start due to not finding another domain controller.

How can I reset what server(s) Exchange 2007 look to for the Global Catalog Server and Active Directory? I have changed the setting in "Modify Configuration Domain Controller" with no luck. The reference to the old box stays.
 
That is document I used to remove Exchange 2003. The problem is the server Exchange 2007 is using for Active Directory. It is using the server I want to remove from the network and will not use either of the two remaining Domain Controlers. Once the server is removed some of the Exchange 2007 services will not start.
 
On another domain controller on the LAN, change all of the FSMO roles away from the old Exchange server.
 
I made sure those were changed. I just double checked and no FSMO roles are assigned to that server.
 
In event viewer when the server is finding the AD controlers this is what I am getting. The emailserver (old excahnge 2003) has a 1 in the SACL right column. This might be the issue since the other two dont have it.
