Complete beginner question

I have a huge text file that I need to decode from URL (UTF-8) to text so that I can translate the text from Swedish to French and then encode it back to URL (UTF-8) and deliver it to my customer.

I have found this site that offers some code to do it but as a complete beginner I don't know what to do with the code so I can decode and encode.

Are there any patient people on the board that can explain to me what I need to do to use this code? From the beginning as I haven't got a clue.
Can it be used locally or do I have to load it onto my web site?

Why not just use the classes URLDecoder and URLEncoder classes in the java.net package ?
