Compile error in Access XP

I am trying to upgrade a database from 97 to XP.
The main form comes up fine but when I click on a site in one subform, the second subform is suppose to display information regarding that side.
Instead, I am getting:
Microsoft Visual Basic
Compile error:
Invalid outside procedure

The module comes up with (General) and (Declarations):
Option Compare Database
Option Explicit
End Sub (this is highlighted)

Any suggestions?
