Compatibility Pack and Excel 2000

We use Office 2000 and I have been installing the compatibility pack as needed. However I'm having problems with Excel. I just installed it on a users system (XP with SP3, Office 2000). When I login to the system, I can open the xlsx file (domain admin) but when the user logs in they get the "The file is not a recongizable format" error. Any suggestions? I even added them to administrators group on the system and still no luck?
