comparing two value in a range

I hope you can help me on this.. I have 3 columns of which 2 need to match in VB to return the 3rd value
The 1st column is the dept. The 2nd contains the group. The 3rd contains a list of people for the group in the dept (comma seperated).
I therefore need some code that will go down each of the 1st two coulmns and return the 3rd value when both match. I need it to stop at the end of the list also!
An example is like this:
Dept. Group Members
HR Admin Julie, Sandy, Ella
HR Mngmnt Syvlia
Accounts Technical Robert, Sue
Accounts Admin Steve, David
