Comparing Perl and Visual Basic

I have considerable experience with a number of different programming languages, including Visual Basic. I have more experience with FoxPro Version 4 then any other language. I do not have any experience with Perl and therein lies my problem

I have been asked to help a friend of mine who hired a young, very inexperienced Perl programmer to write a data base oriented direct mail application that is hosted on a web server running NT 4.0. He is using the MySQL application. The database will have several million records in it very soon.

It is my belief that Visual Basic and SQL Server will be a better solution, but lacking Perl experience I cannot state this belief categorically. If you know both languages and can comment on this I would be very thankful.

Perl is a very powerfull language and is portable. The move from mySQL to SQL Server or Oracle might be advisable though. If you want to have native access to COM the move to VBScript and ASP is the way to go though.
