compaq server 4030 no power

I just bought a compaq server series 4030, pluged in the power supply and nothing! only 1 light on the 3 power supplies. any help on this model is greatly needed!

Doesn't it have 3 power supply that all need to be hooked up ? or at least 2 of them ?
