After turn on the server, the LED of both CPUs are amber and system does not boot and monitor screen is blank and internal health LED is red.
My suspicion would be the PSU has failed. It may be a CPU failure but that is a rarity - though not impossible.
The ProLiant G4s all have a 3-year, NBD, on-site warranty as standard and G4s haven't been around for 3 years, so you should be covered to call out HP.
