Compaq 2 front panel lights flashing

I have several Compaq PIII 500's still in inventory. They all have proprietary designs where the PCI cards mount into a removable cage that plugs into the motherboard. On occasion the two front LED lights will flash continuously and I don't know why. Sometimes reseating this "card cage" will stop it, but even with the lights flashing, everything seems to work ok. Any idea what the lights flashing is about, or how to stop it?
 
Just guessing here, but there could be a re-set for those lights in the bios.
